Smallest wire size a real (key, value) entry of a bootstrap batch is expected to have.
Every state key carries a column-family prefix (ledger/, versioning/, …) plus its own
identifying bytes, so real entries run to several tens of bytes. Measured over a full mainnet
bootstrap (33 state parts of 100 MB): the smallest entry seen was 22 bytes on the wire, and the
densest part held ~3.57M entries, i.e. a ~443 MB in-memory footprint against the ~700 MB budget
this value yields for a state part. Lowering it loosens the bound for no gain; raising it past
the measured floor would start rejecting honest batches.
